This is a good starting point with out spending money on keyword software.

As mentioned above, both Good Keywords and Overture suggestion tool are excellent option if you are on a tight budget.
Good Keywords
Good Keywords is an impressive utility that will allow you to find relevant keywords for your website, so that you can optimize your website pages for the search engines. The program includes options to query search engines, generate misspelled versions of a keyword, build keyword phrases, and organize your keywords. Good Keywords also includes a site popularity check and an internet page analyzer.
Commercial
Keyword Elite
Keywords Elite is unquestionably one of the best keyword tools on the market today. I have never come across any other tool that can compile quality keywords as fast as Keyword Elite. The user interface is clean and easy to use and understand. There are also several unique features that make it very easy to export the generated keywords into your AdWords and AdSense advertising or send them to a new project within Keyword Elite.
The application is split into five projects. The first project allows you to compile a list of keywords from an individual base word. You can use multiple search engines and online tools to compile a keyword list of nearly any size. Keyword Elite will then query the chosen search engines and tools to recursively generate a list of related and highly focused keywords.
